Congressman Juan Vargas CA-52 Introduces Bill to Strengthen Production of Essential Medical Supplies During Public Health Emergencies

Washington, D.C.  – Today, Congressman Juan Vargas (CA-52) introduced the Public Health Emergency Medical Supplies Enhancement Act. The bill will support the President’s use of the Defense Production Act (DPA) authorities to further strengthen the production, acquisition, and distribution of critical medical supplies across America during public health emergencies.

The bill also provides guidance for FEMA to appoint a civilian “Outreach Representative” to help coordinate partnerships between the federal government and private sector to streamline the production of these essential materials. This representative will serve as the point person between the federal government and the manufacturing companies and suppliers who are interested in producing medical supplies and equipment.

"I introduced the Public Health Emergency Medical Supplies Enhancement Act, because it will ensure that vital medical materials qualify for purchase and increased production under the DPA.  This will deliver greater access to these crucial medical materials nationwide and allow us to get these materials to communities most affected during public health emergencies," said Congressman Vargas. "My bill also provides a framework for streamlined communication between the federal government and private sector -- supporting the supply chain for production of these essential materials."

"The COVID-19 pandemic taught us an important lesson on national preparedness. We must work on ensuring that we are fully equipped to readily produce essential materials and goods to address future national emergencies," also added Congressman Vargas.
